4,43 million Ukrainian people were under temporary protection in the EU, demonstrating the scale of displacement. Mortality continuing to substantially exceed births adds further demographic pressure.
Ne oldu
The Ptoukha Institute of Demography and Social Studies of the National Academy of Sciences of Ukraine estimated that 28.5 million people lived on Ukraine's government-controlled territory in mid-2026. This estimate was about 500,000 lower than the previous figure of nearly 29 million, published jointly by the State Statistics Service and the institute in July. The earlier estimate compared data from three mobile operators with state registries and included internally displaced persons. Experts identified migration, both internal and external, as the main factor shaping the country's demographic dynamics, with emigration abroad identified as the leading cause of population decline rather than war deaths. The mortality rate was reported to exceed the birth rate by about 3.5 to 1.

Ukrainian reporting focused on the revised estimate, the methodological difference from the earlier figure, and the role of migration in the population decline. It also highlighted concerns about a possible additional, mainly male, migration wave after martial law is lifted, as well as the employment and wage conditions that could encourage returning servicemembers and their families to remain abroad.

International coverage emphasized that migration rather than war deaths was identified as the principal cause of the reported population loss. It also placed the estimate alongside the scale of Ukrainian temporary protection in the EU and the distribution of those receiving protection across major host countries.
Arka plan
The estimate concerns government-controlled Ukrainian territory and does not represent the entire country. The earlier estimate had been prepared by the State Statistics Service and the Institute of Demography using mobile-operator data and state registries. Mortality currently exceeds births by approximately 3.5 times, compared with a ratio of about three times in 2022–2025. The Institute of Demography is developing a migration strategy that would include mechanisms for Ukrainians' return after the war ends.
