Ukrainian forces pause strikes on Russian refineries after US pressure

Ukrainian forces de facto suspended strikes on Russian oil refineries after President Donald Trump pressed Volodymyr Zelenskyy to stop the campaign. The move was unofficial, and Zelenskyy said the military could resume attacks if commanders decide to do so. Russian missile and drone attacks on Ukrainian cities and energy infrastructure continued during the pause.

The pause reduces pressure on Russia's oil infrastructure at a time when Ukraine says attacks on refineries are intended to limit Moscow's ability to finance the war. It also illustrates Ukraine's vulnerability to US leverage through its reliance on American intelligence, air defence, diplomatic support and Starlink. The reported possible duration through the US interim elections could affect both Russian oil revenues and Ukraine's operational options.

Ukrainian units conducting long-range strikes were instructed in mid-October to stop the refinery campaign once already-started operations were completed. The decision followed Trump's repeated demands that Ukraine halt attacks on Russian oil refineries, as well as Khmara's recommendation to Zelenskyy to avoid them temporarily because of the sensitive diplomatic situation. Zelenskyy agreed with the temporary pause but stressed that there was no standing order prohibiting attacks and that commanders could resume operations if needed. Ukrainian drone units continued attacking other types of targets in Russia during the pause.

At their meeting in Oslo on October 20, Kushner repeated Trump's demand and said Washington was spending substantial time, energy and aviation fuel on mediation with Moscow. He also proposed a 30-day pause as a way for Ukraine to express appreciation for that mediation. Zelenskyy offered reciprocal proposals: a mutual halt to attacks on energy infrastructure, additional Patriot missiles to protect Ukraine's energy system, and permission to use Starlink in Russia against missile launchers. US officials did not accept any of those proposals.

On October 30, a Russian drone struck a railway platform in Dnipro where two passenger trains were standing, killing at least 14 people and injuring 14, including six in serious condition. A separate missile attack on Kyiv killed one person and damaged buildings, while an attack on the Zaporizhzhia nuclear power plant killed a worker. The European Commission also proposed using the remaining €45 billion Ukraine-support loan for defence and 2027 budget support.

Ukrainian coverage emphasizes that the pause was unofficial and followed Khmara's recommendation because of a delicate diplomatic situation. Zelenskyy's position was that the military had no permanent prohibition on attacking refineries and could resume strikes if commanders chose to do so. The coverage also foregrounds continued Ukrainian drone attacks on other Russian targets, demands for stronger protection of Ukraine's energy infrastructure, and the continuation of Russian attacks on Ukrainian cities and energy facilities.

International coverage portrays the pause as an American-imposed development linked to Trump's demands and international condemnation of the deadly drone attack on Dnipro's railway station. It highlights the human cost of continuing Russian attacks on Ukraine alongside the diplomatic and energy-market consequences of the refinery pause. Attention centres on Trump's pressure on Zelenskyy, the possible duration through the US interim elections, and the political sensitivity of fuel prices.

Haberlerin ayrıştığı noktalar

Ukrainian and European officials described the refinery-strike pause ambiguously, while the Ukrainian government did not formally announce a suspension. A separate disagreement concerns fuel prices: Trump blamed Ukraine, whereas energy experts mostly attributed high global prices to the US-Iran war.

Arka plan

The pause began in mid-October after Ukrainian units conducting long-range strikes were told to stop the refinery campaign once ongoing operations ended. It followed US claims that Ukrainian refinery attacks contributed to high global fuel prices, although energy experts mostly linked those prices to the war between the United States and Iran. Ukrainian and European officials advised Zelenskyy to consider the political sensitivity of energy prices ahead of the US interim elections. SpaceX had also limited Ukraine's use of Starlink in mid-October, affecting drone operations, before full service was restored on October 24 following Trump's call with Musk. Ukrainian and US officials denied any connection between the Starlink restrictions and the refinery pause.
